Aged Care Services
Community Services #1 offers a variety of services to support individuals aged 65 years or over in our community. These services can be accessed through the Commonwealth Home Support Programme or a Home Care Package. We have designed a unique program that gives our valued clients high quality care at the best possible price.
Commonwealth Home Support Programme (CHSP)
For older people that prefer to stay independent in their own home, the Commonwealth Home Support Program can provide support services such as cleaning, washing clothes, showering, meals and basic home maintenance tasks, for generally less than five hours per week. We also offer social support groups, transport and assistance with housing.
Our transport services, which consist of a fleet of six cars, two 12 seat vans, and a 22 seat bus— serve residents throughout Canberra with over 9800 trips conducted this year. The bus is equipped with a hydraulic ramp able to support bariatric clients or those with large scooters.

Home Care Package
If you require higher levels of support or have more complex needs, a Home Care Package may suit you. It is personalised ongoing support with a fixed amount of money provided by the Australian Government to help you keep your independence and lifestyle while continuing to live in your own home.
There are four levels of Home Care Packages, ranging from basic through to high level care needs, and which are provided based on an assessment of a person’s needs.
- Level 1 meets basic care needs
- Level 2 meets low-level care needs
- Level 3 meets intermediate care needs
- Level 4 meets high-level care needs
Home Care Packages are provided on a Consumer Directed Care (CDC) basis. If you are eligible for a Home Care Package, you can decide who you want as your service provider. If you select us (Community Services #1), we will meet with you to set your goals and determine to best assistance to meet your needs.
We specialise in providing expert care advice, case management, budgeting, transport and social support whilst arranging high quality cleaning, personal care, gardening and other supports through specialised service providers. This approach allows us to provide you with choice over not only the worker, but also the organisation who delivers the service which means that you have more choice and control over your care. This approach means we can offer lower prices for popular services such as cleaning and nursing care.

FAQs for Home Care for Package
What is a Home Care Package?
A Home Care Package is an amount of funding provided by the Australian Government for a person aged over 65 to receive a coordinated set of services that one organisation provides to enable that person to stay independent and living in their own home.
What are the amounts for the Government subsidy and how is it determined?
The Government subsidy is allocated according to care needs and is broken down into levels 1 – 4 (4 being the highest). The ACAT (Aged Care Assessment Team) assesses each client and determines their level of funding according to their level of needs.
Home Care Package Daily Subsidy Rate
Level 1 $22.66
Level 2 $41.22
Level 3 $90.62
Level 4 $137.77
How much do clients need to pay for the care?
Consumers can be asked to pay both an income tested fee and a basic daily fee.
What is the income tested fee?
The income tested fee is determined by the Department of Human Services (Centrelink) according to the amount of income (annually) that a person receives. Full pensioners do not have to pay an income tested fee. The income tested fee means that the client pays into the Home Care Package amount and the Government Subsidy is reduced by the amount of the income tested fee.
For example, a Level 2 client with no income tested fee receives $41.22 from the Government but a Level 2 client with a $15.00 income tested fee receives only $26.22 and must pay $15.00 each day to reach their full subsidy of $41.22.
