Board of Directors

Chair – Carol Flynn




Carol Flynn has been a Board Member of Community Services #1 for nearly six years and is now Chair.  She is vitally interested in the NFP sector providing excellent service to the Canberra community and being part of CS#1 connecting community members of all ages to enrich their lives.

Carol brings her knowledge of governance and business skills to assist CS#1 to deliver the services the community needs and to grow our reach.




Vice Chair – Tony LoPilato


Anthony (Tony) V LoPilato was born in Canberra and is a long term resident. He lived in Italy for 2 years. Tony is married with 3 children, all adults now.

He was University educated – ANU with a Bachelor of Economics.

Tony is a Chartered Accountant, and thus the connection in volunteering for NFP, clubs and sporting organizations for over 40 years.

He has a disabled sister that is why he has strong interest in community activities.

Tony has a keen interest in sports- AFL, NRL, Rugby, Soccer and Basketball.  He represented ACT in his teenage years and has coached school aged boys and girls for 7 years in basketball.


Ordinary Member – Julia Sission


Julia Sission like many people, is passionate about family and community. Giving back from what she has learned after 25 years in public service and more than double that in life, helps keep our communities strong and keeps me grounded she feels.

More than 18 of those years Julia has specialised in public sector advisory services in governance, enterprise risk management, funds management, business program efficiency, representation and advocacy. As she looks after a  ageing family, she has  develop an increasing interest in aged care community services. Her base formal learning was in education and business administration. Julia’s life-long learning is in people.




Ordinary Member – Ben Graham



Ben Graham has worked for several peak bodies and professional associations in healthcare, agriculture and migration since 2007. Much of his experience working in these organisations has focused on communication, marketing, membership, media and business development work.

Ben has also served as an Interim CEO, General Manager and Executive Director. Ben has been a Director on several not-for-profit Boards including serving as Chair, Company Secretary and Governance Committee Chair.





Ordinary Member – Adrian Makeham -Kirchner



Adrian Makeham-Kirchner is the owner of Economic Intelligence, a boutique consulting firm specialising in economics, data and strategy which works with decision makers facing complex and sensitive resourcing choices.

He brings to the Board more than 20 years of experience developed in the government and non-government sectors having worked as a consultant, political adviser, Senior Executive, and as a Board member. Adrian has deep experience in applied economics, statistical analysis, strategic thinking, and complex policy and system design to support evidence-based decision making.




Ordinary Member – Jason Duarte


Jason Duarte has been on the board of CS#1 for over four years, he is on the Community Services Subcommittee and has been a member of a number of boards in Canberra including the Canberra Business Chamber, and is a member of the Australian Institute of Company Directors and fellow of FINSIA.

Jason is a leader in Westpac’s Institutional Bank in ACT and has lived in Canberra with his family for over 6 years, originally being in Sydney. Jason is a passionate member of the community and has taken part in the CEO Sleepout, CS#1 is another way to contribute positively to the well-being of our community.






Ordinary Member – Maria Magro


Maria Magro after a long and varied career in the Public Service retired in June 2020. During her time in the Public Service, Maria worked for a range of departments and agencies, such as Services Australia, the Australia Greenhouse Office, the Department of the Prime Minister and Cabinet and the Department of Foreign Affairs and Trade, with postings to Singapore and Japan.

Maria’s roles in the public service were varied from working on corporate, programme and communication functions, including sensitive roles such as working in the Cabinet Office, providing secretariat services for the Executive Council chaired by the Governor-General to providing advertising advice to government departments.

Maria has a Bachelor of Communication.




Ordinary Member – Martin Carrick



Martin Carrick is a solicitor of 28 years’ experience.  He heads up the Canberra office of Slater + Gordon Lawyers, practicing in personal injury, discrimination, employment and industrial law.  Martin spends his spare time developing his interest in recumbency.







Ordinary Member – Rhonda Maher

Rhonda Maher has more than 35 years’ experience as a front line nurse, manager and senior executive nurse (including Director of Nursing roles) in public, private, aged care, acute, subacute, rehabilitation and community settings.

Rhonda is currently a Director of Nursing for the Division of Rehabilitation, Aged and Community Services.

Rhonda has a passion for making a difference in both her professional and personal life. To keep her perspectives balanced she spends several weeks each year in a volunteer capacity in a fairly remote province in the Solomon Islands.

She is a champion of the inclusion of elderly and disability friendly initiatives and am passionate about innovation and quality in health care services’.
